 Yes, it could be done, but it's quite a bit of work to accommodate for
 little value.

 And it would break many prebuilt binaries for people, so they would be
 building everything from source if they weren't using the default CLT
 setup. So more complaining.

 Installing the CLTs is a 2 minute effort for users, so --- not really a
 good tradeoff.

 I know you focused on #70750 as the reason you think this would be needed,
 but #70750  was a once-in-a-decade thing, and it could just have easily
 have been an Xcode upgrade error.
