 Thank you for the idea. Wefe is my ISP. I was able to bypass them and
 update all the ports by connecting to internet through a VPN first and
 then running  {{{ sudo port selfupdate }}} and then {{{ sudo port upgrade
 outdated }}}. Please consider this thread closed.
