 Unfortunately, setting {{{configure.env}}} or {{{configure.args}}} and the
 corresponding build environment variables doesn't work. {{{ccache}}} is
 invoked every time.

 I also tried various ways of patching {{{autosetup/cc.tcl}}} to disable
 {{{CCACHE}}}, all to no avail.
