Comment (by dershow):

 I believe that I had ccache only installed as a dependent to something
 else historical.  Because, it doesn't seem to be one now.  So, I removed
 it and now sqlite3 builds for me.
 So, that is a work around, but not a solution, as the ports shouldn't
 conflict.
