 Running MacPorts natively and setting `build_arch` was always the way that
 cross-compiling for another architecture was intended to work.

 Running MacPorts in Rosetta emulation was not something we ever
 anticipated users doing. I don't know how it behaves. A number of problems
 were encountered when users tried to use it this way. Josh fixed it so
 that MacPorts detects when this is the case so that the user can correct
 it by running MacPorts natively.
