whatever version the author felt like using.

What about leaving this decision to the user? I could decide on my
birthday, or first day of spring, or 1. of April, to upgrade. There are
only a place and a means needed to do so. The MacPorts policy could become
"add a new Python variant when next year begins." Which could be done to
the Portfiles automatically, a script.
MacPorts needs an upgrade because it greedily changes test files that
p5-poe creates during install phase in its build area ($worksrcpath), not
destroot, to be owned by root that tests fail reliably. And MacPorts needs
another upgrade to allow socket communication – and sockets have a
limitation of their path names length to one hundred and less than a
handful of characters. So it would be easy to integrate the users' choice
as well.
