Comment (by Dave-Allured):

 IMO `graphviz` is itself a heavy dependency, and `vala` is core
 development software.  I suggest splitting `vala` into two subports, core
 and docs, would be a good solution and solve some dependency cycles.
 `vala` and `valadocs`, both independent from each other.
