New description:

 I have just updated my system from macOS Catalina to Sonoma. According to
 the MacPorts wiki, I am able to use "sudo port selfupgrade / upgrade
 outdated" in order to upgrade the existing ports to the new operating
 system. The system is a mid-2012 MacBook Pro, and I used OCLP to get
 Sonoma to install.

 I have Xcode 16.2 installed, and the matching XCode command-line tools

 I saw in the Problem Hotlist the first item is about Xcode 16.0. That
 note says to remove some files, then clean the port and rebuild.

 I did the following:
 {{{
 $ sudo rm -rf /Library/Developer/CommandLineTools/usr/include/c++
 $ sudo port -f clean clang-9.0
 $ sudo port -f clean clang-11
 $ sudo port -f upgrade outdated
 --->  Fetching archive for clang-11
 --->  Attempting to fetch
 clang-11-11.1.0_7+analyzer+emulated_tls.darwin_23.x86_64.tbz2 from

 --->  Attempting to fetch
 clang-11-11.1.0_7+analyzer+emulated_tls.darwin_23.x86_64.tbz2 from
 https://fra.de.packages.macports.org/clang-11
 --->  Attempting to fetch
 clang-11-11.1.0_7+analyzer+emulated_tls.darwin_23.x86_64.tbz2 from
 https://nue.de.packages.macports.org/clang-11
 --->  Computing dependencies for clang-11
 --->  Fetching distfiles for clang-11
 --->  Verifying checksums for clang-11
 --->  Extracting clang-11
 --->  Applying patches to clang-11
 --->  Configuring clang-11
 --->  Building clang-11
 Error: Failed to build clang-11: command execution failed
 Error: See
 /opt/local/var/macports/logs/_opt_local_var_macports_sources_rsync.macports.org_macports_release_tarballs_ports_lang_llvm-11/clang-11/main.log
 for details.
 Error: Follow https://guide.macports.org/#project.tickets if you believe
 there is a bug.
 }}}
 I've done a number of variants to this trying to debug. This is the most
 recent and also the closest to the recommendations I found on the MacPorts
 wiki.
