Install flaked? ports no longer knows what I've already installed?

Further weirdness -
my path is good, /opt/local/bin is fully populated with all my gear, the 
man pages are present, but when I try to look at the manpage for any of 
my gear it reports that there is no manual entry for it??
perms look good.. I don't get this.
