libsndfile and FLAC on 10.3

Hi

I am trying to install libsndfile 1.0.17 on my 10.3.9 system but it 
fails with

> /usr/bin/libtool: can't locate file for: -lFLAC
> /usr/bin/libtool: file: -lFLAC is not an object file (not allowed in a 
> library)
> make[3]: *** [libsndfile.la] Error 1

libsndfile has no dependencies according to "port dep".

So I tried installing flac first, but I still get the same error.

I'm using "DarwinPorts 1.3.1-10.3" as the base system.
