hit gettext bug & gettext .16 won't install

FWIW, i just edited the file in question -- "build-aux/elisp-comp"[1]  
-- and defined the EMACS variable as "/usr/bin/emacs" and then the  
gettext build worked.  All the other packages appear to be installing  
ok, as well.

`which emacs` returns /opt/local/bin/emacs, so maybe there's  
something wrong with the ports version.  I never use it.
