I experienced the same problem as Ed when I wanted to upgrade fontconfig
when port reported it as outdated:
fontconfig 2.4.2_0 < 2.4.2_1
The package would fail to compile:

I eventually tracked it down to a missing dependency on libxml2:

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.
Alternatively, you may set the environment variables LIBXML2_CFLAGS
and LIBXML2_LIBS to avoid the need to call pkg-config.

I searched for libxml and installed libxml2:
