MacPorts 1.6 still supports OS X 10.3 Panther?

I started with a "clean" source install of MacPorts 1.5
The initial "port selfupdate" is updating to 1.6 (if I am to believe  
the messages on my screen).
Fails in the expected way - the sqllite errors

Yes. That is exactly what I see now.
