upgrading cyrus-sasl2

Ok I'm confused ... doesn't "port upgrade" de-activate a previous  
version? But even when I do the instructed manual de-activate, it then  
doesn't upgrade.

The following installed ports are outdated:
cyrus-sasl2                    2.1.21_0 < 2.1.22_0

iMac:~ mark$ sudo port upgrade outdated
--->  Building cyrus-sasl2 with target all
Error: cyrus-sasl2 must be deactivated before upgrade.
Error: Target org.macports.build returned: Please run `sudo port  
deactivate cyrus-sasl2` and try again.
Error: Unable to upgrade port: 1

iMac:~ mark$ sudo port deactivate cyrus-sasl2
--->  Deactivating cyrus-sasl2

iMac:~ mark$ sudo port upgrade outdated

find Portfile in /Users/mark").
Please verify that the directory and portfile syntax are correct.
To use the current port, you must be in a port's directory.
(you might also see this message if a pseudo-port such as
outdated or installed expands to no ports).
Error: No port  found.

iMac:~ mark$ sudo port activate cyrus-sasl2
--->  Activating cyrus-sasl2
