Unable to upgrade tcl port on Tiger

Looks like an odd issue which we'll have to investigate; for now, however,
I've added a bit of a kludge to get the port to work, in r44859.  Wait at
least 30 minutes, then 'sudo port sync' and try to do the upgrade again.
