Odd upgrade behavior

Is this the expected behavior for "port upgrade --enforce-variants outdated"?

 --->  Computing dependencies for dblatex
 --->  Dependencies to be installed: ImageMagick
...
 --->  Staging ImageMagick into destroot
 --->  Packaging tbz2 archive for ImageMagick 6.6.3-0_0+q16+universal
 --->  Installing ImageMagick @6.6.3-0_0+q16+universal
 --->  Deactivating ImageMagick @6.6.3-0_0+gs+mpeg+perl+q16
 --->  Cleaning ImageMagick
 --->  Activating ImageMagick @6.6.3-0_0+q16+universal
 --->  Cleaning ImageMagick
 --->  Fetching archive for dblatex

Specifically, the bit that uninstalls ImageMagick with may requested
variants and installs a copy with a different set.
Perhaps a conflict where dblatex is requesting +universal for itself,
but IM was installed with universal disabled with -universal?

I ran across this when another thread indicated that MacPorts 1.9
introduced tracking of negative variants.  I checked my installed
ImageMagick and found the variant mismatch.

Is this a result of resolving the conflict between ImageMagick and
dblatex with regard to --enforce-variants?
