Where can I get Xcode 3.1.x?

They do have it at ADC.

Log in at http://connect.apple.com

Click Downloads

Click Developer Tools

Use the in-browser search to search for "Xcode". The first one(s) you find will be version 3.2, which as you know is for Snow Leopard only. Further down you should find 3.1.4 which is for Leopard.
