I doubt Apple cares at all about bandwidth, given their willingness to donate a distfiles server to the MacPorts project, and the enormous volume of downloads which they're already handling on the iTunes music and video store, and the app store.

If they did care about bandwidth, they could start by reducing the size of Xcode. 4.4GB is a ludicrous size for a software development suite.
