upgrade atlas

If this was a clean build attempt (there are no lines "Skipping completed" in your main.log), file a bug report. If this was not a clean build attempt, clean and try again first.

> At the same time I can't upgrade Py27-numpy and isl because of their dependents. Isl will build but won't activate because the present isl is a dependent for cloog. Cloog can't be deactivated because gcc46 depends on it. 

Force cloog to deactivate first:

sudo port -f deactivate cloog
