Perhaps a server's DNS name did not resolve and you were on a network that does not report those failures correctly, or perhaps you were on a network with a captive portal and hadn't logged in yet. Various possible causes are explained here:

BBEdit shows a mixture of Javascript/HTML code for a web page. FireFox, Chrome & Safari either display a blank page or show this message:

"Firefox can't find the file at /main?wc=EWJnEhd5BBhfDBBuBwkG&url=mirrors.24-7-solutions.net/pub/isc/bind9/9.9.3-P2/bind-9.9.3-P2.tar.gz&w=1432&h=733&ifc=0"

I'll attach it for your inspection.

Did check out that page. Starting to think a possible mirroring problem at mirrors.24-7-solutions.net. (see below)

No luck. After cleaning, here's the result from terminal:

rrcs-98-103-94-115:~ mradmin$ sudo port clean --all bind9
Password:

rrcs-98-103-94-115:~ mradmin$ sudo port install bind9

The non-matching file appears to be HTML. See this page for possible reasons
for the checksum mismatch:
<https://trac.macports.org/wiki/MisbehavingServers>
***
The file has been moved to: /opt/local/var/macports/distfiles/bind9/bind-9.9.3-P2.tar.gz.html
Error: org.macports.checksum for port bind9 returned: Unable to verify file checksums
Please see the log file for port bind9 for details:
    /opt/local/var/macports/logs/_opt_local_var_macports_sources_rsync.macports.org_release_tarballs_ports_net_bind9/bind9/main.log
To report a bug, follow the instructions in the guide:
    http://guide.macports.org/#project.tickets
Error: Processing of port bind9 failed

IIRC, I can step through the steps of the install command process, correct??? I'll try to sneak the real .tar.gz file into the proper directory.
