The installer always has, if it found a suitable place to add the
necessary modifications of $PATH. The alternatives would be to
 (1) install port somewhere in the default $PATH
 (2) tell all users to manually update $PATH, taking the risk of the
     load of support requests from people who don't know how to do that.
