They are not called the same thing, and -dev packages are not a thing in
MacPorts (we don't split developer and end user packages like RH and Debian
derivatives on Linux do). But your biggest problem, for what sounds like a
voice activation package?, will be

ALSA has userspace components but mostly lives in the Linux kernel. Don't
expect anything ALSA-related to work on anything but Linux.
