pdfTeX in texlive missing pdftex.fmt

Doesn't mean that will always be the case.

- Have you upgraded recently? Our TeX Live distribution was updated a few weeks ago. Maybe it does something differently now.

- Does searching for it yield anything?

    $ sudo find $PREFIX -name pdftex.fmt

- Have you tried uninstalling and reinstalling texlive-basic?

If you still feel that there's a problem, I'd encourage you to file a Trac ticket.
