Different installed and downloaded MacPorts base versions

MacPorts 2.3.0rc1 is installed. MacPort 2.2.1 is the latest released stable version, therefore selfupdate didn't do anything to your installed base version.

We have multiple open tickets about Pallet problems. Pallet is unmaintained and needs someone to spend some time and update the code to work again.
