Thanks for your clearification - this was partly new to me. In my former 
personal understanding and experiences macports "byself" contributed  / 
maintained mostly "core" ports as widely used dependencies while typical and 
not so widely used "end applications" typically comes from the upstream 
maintainers/devels as other "users".

This was the way we got "our" (os) software into macports too and as intended 
/ tramsitted by the macport docs to us.
