Xcode command-line tools 11.0 yet macOS 10.14.5 & MacPorts 2.5.4?

I had a notification of a software update (the ones that are delivered like OS updates, which includes the OS, command line tools, and (at least) printer driver updates and the development build of Safari), but just checked, and at that point it said I was up to date.
So perhaps what you saw was a temporary problem on the other end.
I'd err on the side of caution, and not take an early beta, unless it was my intent to be a guinea pig.
