Binaries over different os10 versions

It usually will, but it's quite hard to do it right.

I build a browser (TenFourFox) with MacPorts on Tiger, and it runs on every system up to Mojave. But it's very carefully self-contained.

You're better off to start fresh and reinstall your ports on the new system. With Ryan's buildbots, you'll be installing rather than building mostly everything anyway.
