best Xcode version for Mojave?

I've got Xcode 11.3 11C29 on 10.14.6. It's fine.
It's almost the latest version. I should upgrade
to 11.3.1.

It's probably fine to replace 10.3 with 11.3.1,
and you probably will want the command line tools
as well.
