I don't think that would be good (as apache module ports, for example,  
violate the mtree but don't put anything outside of ${prefix} and  
should be allowed to continue to do this, I think).

It might be a good idea for any ports that want to install stuff  
outside of ${prefix}, though (aside from acceptable stuff, like the  
launchd symlinks, etc.)
