Mercurial fetch support

Hi,

I added support to fetch via Mercurial [1]. But as I don't know anything about
autoconf I didn't add anything to port_autoconf.tcl.in or configure.ac.

Please tell what changes I have to make so the path to hg is available in
hg_path like it's now with git_path.
