Port Function to Handle OS Upgrades

My biggest beefs are:
  * everything has to be done in 5 steps
  * you have to know what those 5 steps are (we're STILL updating them  
to make them accurate, so clearly getting them from one place hasn't  
been an applicable answer)
  * files that are left behind between upgrades and archives built for  
other architectures become orphaned within the tree
