 Pretty sure that's invalid. You can only use one of the values listed by
 `locale -a`. I vaguely recall some other bug where unvalidated environment
 variables being passed straight to setlocale caused problems (meld?).

 Also, it looks like this may have been fixed in pip 8.1.2:
 https://github.com/pypa/pip/issues/3575
