 I haven't figured this one out yet... I can still not reproduce the
 failure though when doing {{{import numpy}}}; that works fine for me, but
 the the Framework it is linking to doesn't appear to exist - unless I am
 misunderstanding how these things work.

 For now, a workaround would be to install pyXY-numpy with {{{+openblas}}}
 as the BLAS/LAPACK implementation and not rely on Apple's Accelerate
 framework. Could you give that a try and see if that works for you?
