The usual cause of an unexpected error like that is a bug in a Portfile
such that it runs one of its installation steps unconditionally instead of
only when asked to install. Which one might only be determinable by running
in verbose or debug mode.

(Also the tricky part is that it's probably some port that *depends on* a
port with mpi variants --- not the mpi-dependent port itself! --- but in
cases like this it may not even be a port that you have installed.)
