iso-codes_3.43 not found but seems to be the default

The latter. Each port exists at a defined version; you can't use the
@version syntax to specify a version to install (it only works with
activate/deactivate). So its Portfile wants 3.43 and would have to be
updated to a more recent version. File a ticket at https://trac.macports.org
